Chloé Dotson

Chloé Dotson joined HPN in May 2026 as the inaugural president of Tulsa Housing Impact Fund.

Bringing experience across community development finance, real estate development, and local government, Dotson most recently served as Executive Vice President and Chief Program Officer at HOPE (Hope Credit Union, Hope Enterprise Corporation, and Hope Policy Institute), one of the nation’s leading community development financial institutions. In that role, she led major financing initiatives for affordable housing, healthcare, education, and community-serving real estate, while overseeing HOPE’s New Markets Tax Credit portfolio. Previously, Dotson served as Director of Planning and Development for the City of Jackson, Mississippi, and as Director of Real Estate Development, Acquisition, and Asset Management for Come Dream Come Build in Brownsville, Texas, expanding affordable housing opportunities along the U.S.–Mexico border. Across more than sixteen years of domestic and international experience, Dotson is recognized for mobilizing capital, aligning public and private partners, and advancing equitable, community-driven development.

She excels at building strategic partnerships, leading high-performing teams, and translating vision into execution across complex housing and community development initiatives. Deeply passionate about creating pathways to opportunity through inclusive development, Chloé takes a collaborative approach to align capital with purpose and strengthen communities.
