Chloé Dotson Appointed President of Fund Dedicated to Expanding Affordable Access Across Tulsa

TULSA, OK – May 6, 2026 – The Tulsa Housing Impact Fund (THIF) today announced the appointment of Chloé Dotson as its inaugural President, marking a significant milestone for the organization as it advances its commitment to expanding access to affordable, place-based housing throughout the City of Tulsa.

A nationally respected leader in community and economic development, Dotson brings more than sixteen years of experience advancing equitable growth and deploying mission driven capital in underserved communities. She will assume leadership of the Fund immediately, working closely with the Board of Directors and partner organizations — including Housing Partnership Network (HPN), which manages the Fund — to develop and deploy strategies that preserve and create affordable housing in targeted communities across Tulsa.

We must be intentional and strategic to ensure all residents have access to safe, affordable housing as a cornerstone of wealth creation and broader economic development. Pairing a historic investment in housing from the City of Tulsa with the capital commitments from THIF’s philanthropic and impact investors, we can scale affordable housing here and create a blueprint other cities can follow."

Bringing experience across community development finance, real estate development, and local government, Dotson most recently served as Executive Vice President and Chief Program Officer at HOPE (Hope Credit Union, Hope Enterprise Corporation, and Hope Policy Institute), one of the nation’s leading community development financial institutions. In that role, she led major financing initiatives for affordable housing, healthcare, education, and community serving real estate, while overseeing HOPE’s New Markets Tax Credit portfolio. Previously, Dotson served as Director of Planning and Development for the City of Jackson, Mississippi, and as Director of Real Estate Development, Acquisition and Asset Management for Come Dream Come Build in Brownsville, Texas, expanding affordable housing opportunities along the U.S.–Mexico border. Across more than sixteen years of domestic and international experience, Dotson is recognized for mobilizing capital, aligning public and private partners, and advancing equitable, community driven development.
