National Leader Joins Initiative to Address Affordable Housing Crisis in Tulsa

TULSA, OK – May 8, 2025 – National nonprofit Housing Partnership Network (HPN) announced today the appointment of Anthony Scott as Vice President of its Tulsa Housing Partnership, a venture to address the severe shortage of affordable housing in Tulsa, Oklahoma.

Scott, a dynamic and nationally recognized leader in affordable housing and urban planning with over 30 years of experience, joins the organization effective immediately. He will move to Tulsa in the coming months.

Scott most recently served as CEO of the Durham Housing Authority, where he oversaw significant modernization efforts, led major redevelopment projects, strengthened partnerships, and implemented financial strategies that improved the authority’s impact and long-term sustainability. His career includes executive leadership roles at the Housing Authority of Baltimore City and the Richmond Redevelopment and Housing Authority and service on numerous boards including the Council of Large Public Housing Authorities.

Scott will join forces with industry veteran Kathy Laborde, an HPN board member and founding CEO of New Orleans-based Gulf Coast Housing Partnership (GCHP). GCHP was launched by HPN in the wake of Hurricane Katrina and is now an independent nonprofit recognized as a leader in regional affordable and mixed-income housing development. Laborde will lend her expertise in building nonprofit development capacity through partnerships and collaborations and support Scott to implement the work in Tulsa.

The initiative to move forward on a community-driven housing plan and develop new market expertise, attract capital, and support local developers to fuel housing expansion is made possible by partnership and philanthropic commitments, notably from The Anne and Henry Zarrow Foundation with additional support from The John D. and Catherine T. MacArthur Foundation.
