Exploring a New Insurance Program for the Affordable Housing Sector
HPN is gathering input from nonprofit affordable housing organizations to explore the launch of a broader, sector-driven insurance program that improves housing affordability, organizational stability, and coverage options.
Program Overview
Rising insurance costs, coverage disruptions, and a shrinking number of carriers are creating significant challenges for affordable housing owners nationwide. In response, HPN is determining how a new sector-driven insurance program - currently referred to as HPN Insure - would better meet the needs of nonprofit affordable housing organizations.
This exploration builds on HPN’s experience operating HPIEx, a member-led and member-owned insurance model launched in 2004 to serve affordable housing organizations. HPIEx provides members with Property and General Liability coverage with competitive deductibles, rates based on individual performance, full portfolio coverage, and coverage that is broader than what is typically available in the traditional insurance market.

HPN is seeking input from leaders across the field to assess whether a broader insurance solution supporting nonprofit organizations beyond HPN’s membership could deliver meaningful value to the affordable housing sector. Feedback from nonprofit affordable housing owners and operators will help guide future analysis, design, and decision-making.
