GRRP Navigator Overview and Background

The GRRP Navigator is a coordinated initiative led by nonprofit partners to help affordable housing owners successfully complete property improvements funded by HUD GRRP awards (formerly the “Green and Resilient Retrofit Program”), which are one of the largest preservation investments in HUD’s history.
The Navigator effort responds to a critical execution gap facing owners with limited development capacity or access to early-stage capital by supporting required assessments, HUD-compliant scopes of work, predevelopment financing, and progress toward construction closing and completion within HUD program timeframes.

Intended Impact

The GRRP Navigator aims to help awardees move from planning to implementation, so GRRP investments can preserve affordable housing, reduce operating costs, strengthen resilience to natural hazards, and improve residents’ quality of life. The initiative also seeks to develop practical tools, resources, and lessons that can benefit the broader affordable housing field.

Focus Areas

The GRRP Navigator aims to help awardees move from planning to implementation, so GRRP investments can preserve affordable housing, reduce operating costs, strengthen resilience to natural hazards, and improve residents’ quality of life. The initiative also seeks to develop practical tools, resources, and lessons that can benefit the broader affordable housing field.

Program Goals

  • Help awardees complete required property assessments and translate findings into actionable, HUD-compliant scopes of work.
  • Expand access to predevelopment financing that enables owners to advance work without undue financial strain.
  • Provide transaction-oriented guidance so owners can structure financeable projects and meet HUD milestones.
  • Preserve affordable housing by helping owners address capital needs, improve building performance, and strengthen long-term property viability.
  • Support resident-centered retrofits that improve quality of life, address resident needs and concerns, and strengthen long-term housing stability.
  • Create a replicable model for increasing affordable housing’s ability to withstand natural hazards, improve utility efficiency, support resident health, and strengthen preservation outcomes through coordinated technical assistance and financing.

How Navigator Supports Awardees

The Navigator provides no-cost assistance to awardees and their consultants through peer learning, hands-on technical assistance, standardized tools, and financing support. Activities include:

  • Regular peer exchanges among awardees and their partners
  • On-demand guidance for owner questions
  • Review of property-level assessment reports and scopes of work
  • Referrals to qualified consultants and contractors
  • Development of shared resources and tools
  • Targeted support for projects facing implementation challenges or at risk of delay.
  • Referrals to financing support offered by Community Development Financial Institutions (CDFIs), green banks or other community lending partners

The program also seeks to create a lasting body of knowledge, tools, and resources that can benefit affordable housing owners beyond the GRRP program.

Partnership Approach

The initiative is led by several non-profit partners including Housing Partnership Network (HPN), Community Preservation Corporation (CPC), Stewards of Affordable Housing for the Future (SAHF), LeadingAge, and NeighborWorks America (NWA).

Together, the partners bring national reach and deep experience in affordable housing ownership and operations, technical assistance, lending, and financing.
