Anthony Scott
Anthony Scott joined HPN as Vice President, Tulsa Housing Partnership, bringing 30+ years of affordable housing and community development leadership in May 2025. He began his career as Executive Director of Dunbar Economic Development Corporation in South Los Angeles. He later served as Deputy Executive Director of Baltimore’s Housing Authority, overseeing 11,000 units and 25,000 households. Most recently, as CEO of the Durham Housing Authority, he managed a $50 million annual budget, 100 staff, and 2,000 units serving nearly 10,000 residents, driving major modernization, redevelopment, and resident-centered programs. Anthony has directed mixed-use real-estate developments, from financing through operations, and excels in strategic planning, asset management, and economic revitalization. His deep experience and proven track record make him ideal to lead HPN’s Tulsa Housing Partnership initiative.
Anthony has a master’s degree in urban planning from UCLA and a bachelor’s degree in architecture from Howard University.
