Chicanos Por La Causa (CPLC) was formed in 1969 by a group of Mexican-Americans to address the problems of the barrios of South Central Phoenix. It has since evolved into a statewide CDC offering a wide range of housing, economic development, and social services. At 52 sites in 22 communities, CPLC has over 600 employees and serves more than 100,000 people a year. CPLC has produced 4,000 rental units and manages some 3,500 through its subsidiary, Tiempo, Inc. On the single-family side, CPLC has produced over 300 homeownership units, provides downpayment assistance and homeownership counseling, as well as weatherization programs. Ninety-eight percent of participants in CPLC’s social service efforts are below the federal poverty guidelines.
